Refresher Course for Trainers & Training of Trainers Course on Social Accountability and the Community Assessment Process Tool - Sri Lanka, March 14 - March 24, 2006
The Course was organised in two workshops
The First Workshop, a 4-day Refresher Course for Trainers on the Social Accountability and the Community Assessment Process (also known as the Community Scorecard) for 45 participants took place on March 14 - March17, 2006 at the Pelgahathenna Training Center of the Uva Provincial Council in Badulla District.
The Objectives of this Workshop were:
Review the community assessment tool (CAP) methodology.
Apply the CAP in three villages through an action learning field visit.
Develop six month action plans for the seven districts (Polonnaruwa, Monaragala, Badulla, Ratnapura, Hambantota, Galle, and Matara) of the Gemi Diriya Programme.
Prepare nine participants to facilitate the March 20-24 workshop.
The Second Workshop, a five-day Training of Trainers Course on Social Accountability and the Community Assessment Process Tool, for seventy participants took place on March 20 - March 24, 2006 at the Center for Training Rural Leaders at Embilipitiya in the Hambantota District. It was facilitated by the WBI's first graduating class of Gemi Diriya social accountability trainers.
The Objectives of this Workshop were:
Understand the steps involved in conducting the CAP tool.
Understand how CAPs can be used as a social accountability tool in the Gemi Diriya Programme.
Apply the CAP in three villages through an action learning field visit.
Develop six month district action plans for the seven districts.
Support a team of nine trainers from the Refreshers Course to train the next generation of Gemi Diriya trainers and facilitators in social accountability and CAP in this workshop.
The workshop was broadcast by UVA Community Radio and the Sri Lanka Broadcasting Cooperation in two of four provinces (Uva and Southern) where the Gemi Diriya Programme is active.
The audience was estimated at 1,000,000 people. In addition to the radio audience, the participants included: Gemi Diriya project staff, community professionals, hub level and district leaders, divisional council members and secretaries. The workshop was also videotaped and will be made into a thirty minute training video on the Social Accountability and the Community Assessment Process in the Gemi Diriya Program.
The two workshops were co-designed and co-delivered by Karen Sirker (WBI-CESI), Janaka Amarasinghe, Senior Program Officer, (Gemi Diriya Foundation), Sudharma Elakanda, Project Director (VISHLI), Haddy Sey (SDV) and Geeta Potaraju (Center for Good Governance, Hyderabad, India). Logistical support, which included simultaneous translation in English and Sinhalese, was provided by the Institute for Participatory Interaction in Development (a local resource organization) and an organizing committee of 14 (consisting mostly of youth) from the Community Professionals of the Gemi Diriya Program. An Operational Manual on Social Accountability for the Gemi Diriya Program is in development and will be available soon.
Training of Trainers Workshop on Community Score Card Methodology for the Gemi Diriya and VSHLI projects - Sri Lanka, September 27 - October 1, 2005
The objectives of the workshop were:
Understanding the processes and steps involved in conducting a Community Score Card.
Understanding the role of community score Cards within the social accountability framework of the community Development and livelihood improvement GERMI DIRIYA project.
Adapting the Community Score card Methodology to social accountability mechanisms in the project.
The workshop is jointly organized by the World Bank Institute, Social Development Department of the World Bank, the Gemi Diriya Foundation & the Sri Lanka Center for Development Facilitation.
An orientation workshop on Social Accountability for the HIV/AIDS Project - Sri Lanka, June 28- 30, 2005

South Asia Regional Workshop on Social Accountability - Hyderabad, India, May 16-19, 2005
The key objective of the workshop was to enable the key decision-makers and implementing agencies involved in decentralization and community-driven development programs in South Asia region to learn about the social accountability mechanisms and tools which can enhance effectiveness and efficiency of their programs.
The workshop was jointly organized by the Centre for Good Governance (CGG), Hyderabad, and the South Asia Agriculture and Rural Development (SASAR), World Bank. There were participants from different South Asian countries including Sri Lanka, Bangladesh, Pakistan and India.
Interesting cases on participatory planning and budgeting, participatory expenditure tracking, citizen report cards, community scorecards etc. were presented in the workshop. The workshop also included a one-day field visit aimed at providing hands-on experience on specific social accountability tools.
The workshop aimed at facilitating a regional community of practice by launching a website - South Asia Social Accountability Network (www.sasanet.org). This is expected to act as a knowledge sharing and networking forum on social accountability by bringing together actors, experiences, methods and tools.
Workshop on Social Accountability - Bangalore, India, March 21-23 2005
With an increased concern to improve social accountability across the globe, a three-day workshop titled: 'Social Accountability Initiatives in Asia' was Held in Bangalore from March 21-23.
The workshop organised jointly by Public Affairs Foundation and World Bank Institute had participants from different Asian countries including Philippines, Indonesia, Sri Lanka, Bangladesh, China, Vietnam, Nepal and India. They not only shared their experiences on social accountability initiatives, but brought to light some systematic research of these cases, which can be replicated elsewhere. The event also had participants from Ukraine and Ethiopia. Interesting cases on participatory budgeting, gender budgeting, citizen participation in public policy making, public expenditure tracking, citizen monitoring of public services, independent budget analysis and role of ombudsman in social accountability were presented in the workshop.
The workshop fostered networking opportunities with experts in social accountability, learning from these experiences and facilitating an opportunity to replicate good practices of social accountability mechanism at a later stage. This event is also part of a larger assignment being carried out by PAF in documenting these selected 15 cases or 'best practices' of social accountability initiatives in Asia.
