From Shouting to Counting: A New Frontier in Social Development
Across the World, we find citizens are mobilizing, often locally, to demand better services. Not by shouting but by counting. Making sure their governments spend effectively, and keep their promises. This note describes the lessons from four countries: 1) Uganda: Tracking Government Money; 2) Porte Alegre: Participatory Budgeting; 3) Rajasthan, Indian: Using Social Audits from Information to Accountability; 4) Malawi: Citizens' Score Cards to Claim a Right to Better Services; 5) Argentina: Budget Watchdog; and 6) Ireland: Social Partnership Agreements.


Draft Summary on the Asia and Pacific Stocktaking on Social Accountability Initiatives
The purpose of this paper is to summarize the findings from a stocktaking exercise covering countries in Asia and the Pacific. Its goal is to look specifically at the tools, mechanisms and activities used in fifty-three social accountability initiatives and to draw broad lessons.

Templates of Fifty-three Social Accountability Initiatives from Asia and Pacific Stocktaking
This template was developed to capture the information on the 53 social accountability initiatives. It includes the following information on each initiative: the driving force, political, historical and social context, main objectives, target audience, tools and methods, inclusivity, institutionalization and impact/outcomes.


State and Society Synergies: Lessons from the World Bank in Latin America
The paper first surveys the literature on accountability and establishes a categorization of the different ways by which civil society can interact with the state in order to improve accountability. It explores in detail seven case studies from a wide range of different contexts: Brazil, Mexico, India and the United States.
