One of the successful tools for the achieving improved governance and greater empowerment particularly to the vulnerable sections of the society is Budget advocacy. Generally, budget making is largely dominated by technocratic elites in government and aid donors with limited societal engagement in economic policymaking and priority-setting except for inputs largely taken from well-organized business lobbies with the capacity to undertake informed analysis and to exercise influence. There is now growing recognition on the part of governments and aid donors that citizen participation in the different stages of budget making shall render greater transparency and accountability.
